Any enterprise on which the State can directly or indirectly exert a dominant influence due to ownership or financial participation, due it its possession of either the capital or the majority of votes associated with the shares issued, is considered to be public. Enterprises surveyed by the RECME survey include Public Industrial and Commercial Establishments (EPIC), semi-public companies in which the State exerts majority control and various nationalised companies. To these are added organisations, French corporate bodies directly or indirectly controlled by enterprises in the first level of control.
