<p>L'objectif de l'enquête dite de "victimation" - Cadre de vie et sécurité (CVS) - est de connaître les faits de délinquance dont les ménages et leurs membres ont pu être victimes dans les mois précédant le passage de l'enquêteur.</p>
<p>Cette enquête permet donc de mesurer la prévalence et l'incidence de certaines atteintes aux personnes et aux biens, la fréquence des plaintes déposées auprès des services de police et de gendarmerie pour chaque type d'atteinte mais elle s'intéresse également aux délits ne faisant pas l'objet d'une plainte.</p>
<p>L'enquête s'intéresse en outre aux opinions de l'ensemble de la population (victimes et non victimes) en matière de cadre de vie et de sécurité.</p> |

<p>The objective of the "victimisation" survey - Living environment and security (CVS) - is to take account of any criminal acts of which households and their members have been victim in the two years preceding the survey.</p>
<p>This survey is therefore used to measure the prevalence and incidence of certain attacks on people and property as well as the frequency of complaints filed with the police force and gendarmerie for each type of crimes but it also focuses on crimes which were not the subject of complaint.</p>
<p>The survey also examines the opinions of the whole population (victims and non-victims) in terms of living environment and safety.</p> |

<p>En 2005 et 2006, des enquêtes de victimation ont été conduites dans le cadre d'un module introduit dans le dispositif d'enquêtes permanentes des Conditions de vie (EPCV), lesquelles contenaient traditionnellement depuis 1996 des questions de victimation (les cambriolages, les vols de voitures et vols à la roulotte, les agressions dont les vols avec violence et les vols simples).</p>
<p>Ce nouveau module, intitulé "Cadre de vie et sécurité", introduit en 2005 puis repris à l'identique en 2006, permettait d'aborder d'autres types de victimation : le vandalisme contre le logement ou la voiture, les vols de deux roues, ainsi que des questions d'opinion portant sur des problèmes touchant le cadre de vie et la sécurité (état des immeubles, difficultés à circuler, présence policière, problèmes de drogue...).</p>
<p>C'est la première série d'enquêtes permettant de mesurer l'évolution de la délinquance en France plus largement que les seules statistiques administratives (dépôts de plaintes auprès de la gendarmerie et de la police).</p>
<p>À partir de 2007, les enquêtes annuelles de victimation deviennent un dispositif à part entière consacré à ce thème. Dans la continuité des enquêtes précédentes, elles apportent en outre des informations inédites. Ces enquêtes fournissent non seulement une évaluation de la proportion de personnes victimes de violences, mais permettent aussi une meilleure connaissance du profil des victimes.</p> |

<p>In 2005 and 2006, victimisation surveys were conducted based on the model introduced in the ongoing Living Conditions survey (EPCV), which has traditionally contained questions on victimisation (burglaries, thefts of cars and thefts from cars, attacks including violent and simple thefts) since 1996.</p>
<p>This "Living environment and security" module, which was introduced in 2005 then repeated in identical fashion in 2006, serves to tackle other types of victimisation: vandalism of accommodation or cars, theft of two-wheeled vehicles, as well as questions of opinion dealing with problems involving living environment and security (state of buildings, traffic difficulties, police presence, drug problems, etc.).</p>
<p>This is the first series of surveys used to measure trends in delinquency in whole metropolitan France based on more than administrative statistics alone (filing of complaints with the gendarmerie or police).</p>
<p>From 2007, the annual victimisation surveys became a stand-alone-survey devoted to this topic. Following on from the previous surveys, they also provide new informations. These surveys supply not only an evaluation of the proportion of people who are victims of violence, but also improve awareness of the profile of victims.</p> |
