<p>L'objectif de ce dispositif vise :<br />
- à mieux appréhender les enjeux de la mondialisation et le rôle des multinationales ;<br />
- à quantifier le degré d'internationalisation des groupes français, en mesurant l'implantation étrangère des groupes français à travers le dénombrement et la caractérisation de leurs filiales opérant hors du territoire national.</p>
<p>Ce dispositif de suivi de filiales implantées dans un pays mais contrôlées par un groupe étranger est mené dans le cadre du règlement européen Foreign AffiliaTes Statistics (FATS) n° 716/2007 du 20 juin 2007. Il inclut deux volets :<br />
- d'une part le volet Inward cherche à mesurer l'activité des firmes étrangères sur le territoire national ;<br />
- d'autre part le volet Outward est consacré au suivi des filiales sous contrôle national implantées dans des pays étrangers.</p>
<p>L'objectif d'Eurostat est de rapprocher par symétrie, les données collectées dans les deux sources Inward et Outward pour reconstituer et caractériser de manière précise l'activité internationale des groupes.</p> |

- to understand better the challenges of globalization and the role of multinationals<br />
- to measure the degree of internationalization of French groups (their foreign presence) through the counting and characterization of their subsidiaries operating outside the national territory.<br />
This scheme is led within the framework of the European regulation Foreign AffiliaTes Statistics (FATS) n° 716/2007 of June 20th, 2007. It includes two sectors:<br />

<p>Avant l'enquête OFATS, les sources d'information sur l'internationalisation des groupes français étaient peu nombreuses et difficilement réconciliables ; Les statistiques relatives aux échanges extérieurs de marchandises et celles de la balance des paiements apportent un éclairage spécifique au sujet de la mondialisation de l'économie sans pour autant caractériser de manière précise l'activité internationale des groupes.<br />
L'enquête " Filiales " menée tous les deux ans par les missions économiques locales de la Direction Générale du Trésor était la seule source permettant d'évaluer les intérêts français à l'étranger, au travers du nombre d'implantations des groupes français (sociétés détenues à plus de 10 % par une maison mère française, établissements secondaires ou bureaux de représentation) et de leur poids en termes de chiffre d'affaires et d'effectif. Le taux de couverture de cette enquête était toutefois variable selon la taille des pays et la fiabilité des informations.<br />
La première enquête OFATS a porté sur l'exercice 2007. il s'agissait de l'enquête pilote menée par la France à la demande d'Eurostat, sur la base du volontariat. Le champ défini pour cette première édition était celui des groupes français ayant au moins une filiale implantée hors de l'Union européenne. Suite à la réussite de cette expérience pilote, l'enquête OFATS est désormais conduite chaque année.<br />
L'enquête OFATS portant sur l'année 2009 interroge les groupes français sur les mêmes modalités de leurs implantations à l'étranger : nombre de filiales par pays et activité et chiffre d'affaires et effectif de ces filiales. Toutefois, par rapport à l'enquête pilote, cette nouvelle édition de l'enquête permet de porter un diagnostic plus large sur les groupes internationalisés puisque le champ d'observation a été étendu aux groupes français ayant au moins une filiale située hors de France.<br />
Depuis le millésime 2016, l'enquête repose sur un échantillon de 2800 groupes.</p> |

<p>Before the OFATS survey, the sources of information on the internationalization of French groups were few in number and difficult to reconcile; The statistics relating to foreign trade in goods and those of the balance of payments shed specific light on the subject of the globalization of the economy without, however, characterizing in a precise manner the international activity of the groups.<br />
The "Subsidiaries" survey carried out every two years by the local economic missions of the Direction Générale du Trésor was the only source enabling French interests abroad to be assessed, through the number of establishments of French groups (companies more than 10% owned by a French parent company, secondary establishments or representative offices) and their weight in terms of turnover and employment. The coverage rate of this survey, however, varied according to the size of the countries and the reliability of the information.<br />
The first OFATS survey covered the 2007 FY. It was the pilot survey carried out by France at the request of Eurostat, on a voluntary basis.The scope defined for this first edition was that of French groups having at least one subsidiary located outside the European Union. Following the success of this pilot experiment, the OFATS survey is now conducted every year.<br />
The OFATS survey covering the year 2009 asks French groups about the same characteristics of their establishment abroad: number of subsidiaries by country and activity and turnover and employment of these subsidiaries. However, compared to the pilot survey, this new edition of the survey allows for a broader diagnosis of internationalized groups since the field of observation has been extended to French groups having at least one subsidiary located outside France.<br />
Since the 2016 FY, the survey is based on a sample of 2,800 groups.</p> |
