http://id.insee.fr/operations/serie/s1178 http://purl.org/dc/terms/abstract <p>CARE surveys focus on the living conditions of the elderly, their difficulties in carrying out everyday activities and the help&nbsp;they receive.</p> <p>The "households CARE" and &laquo;&nbsp;institution CARE&nbsp;&raquo; surveys have three main objectives: to monitor the evolution of dependency, to estimate the remainder related to dependency and to measure the involvement of the entourage with the elderly.</p> <p>Since Health and Disability surveys, issues around the dependency of elderly persons have played an important role in public debates. However, current information systems do not provide all answers at national level to the evolution of the number of dependent elderly people. The "seniors" section of the CARE survey will characterize the elderly according to several definitions of the&nbsp;loss of autonomy. The evolution of the prevalence of dependence will be estimated in relation to the Health and Disability Survey - Households section 2008-2009.</p> <p>The 2011 national debate on dependency has raised many questions about the required financial, human and technical resources. The current information systems do not allow to evaluate at national level the means mobilized by the households facing the dependency and their difficulties to face it.</p> <p>The purpose of the CARE household survey is to estimate the remaining burden of household dependence, by addressing the costs of dependency and public and private care linked to dependency. The remaining burden is defined by the difference between the costs and the public subsidies involved in the care of dependency. Finally, the survey is aimed at understanding how families organize themselves in order to cope with the remainder: help in everyday activities provided by the relatives, payment with current&nbsp;income of the elderly person, but also sale of wealth, dissaving, credit, financial transfers from the family or renunciation to the cares.</p> <p>The CARE household survey also seeks to identify the nature, quantity and origin of existing human, financial and&nbsp;technical aids as well as the unmet needs. This objective was already addressed in the " Health and Disability&rdquo; surveys.</p> <p>The "caregivers" section supplements the information of the "seniors" section on:<br />- the caregiver's relationship with the carereceiver,<br />- the human, financial, material and moral support provided by the caregiver,<br />- the benefits related to the loss of autonomy of the carereceiver and for which the caregiver has taken steps.</p> <p>The caregiver will also be asked about his state of health and the consequences of the help provided on his professional, social and emotional life.</p>

Mais les syst&egrave;mes d&rsquo;information actuels ne permettent pas d&rsquo;apporter toutes les r&eacute;ponses au niveau national sur l&rsquo;&eacute;volution du nombre de personnes &acirc;g&eacute;es d&eacute;pendantes. Le volet &laquo;&nbsp;seniors&nbsp;&raquo; de l&rsquo;enqu&ecirc;te CARE permettra de caract&eacute;riser les personnes &acirc;g&eacute;es selon plusieurs d&eacute;finitions de la perte d&rsquo;autonomie. L&rsquo;&eacute;volution de la pr&eacute;valence de la d&eacute;pendance sera estim&eacute;e par rapport &agrave; l&rsquo;enqu&ecirc;te &laquo; Handicap-Sant&eacute; M&eacute;nages&raquo; 2008-2009.</p> <p>Le d&eacute;bat national de 2011 sur la d&eacute;pendance a fait &eacute;merger de nombreuses questions quant aux moyens financiers, humains et techniques qu&rsquo;elle requiert. Les syst&egrave;mes d&rsquo;information actuels ne permettent pas d&rsquo;&eacute;valuer au niveau national les moyens mobilis&eacute;s par les m&eacute;nages confront&eacute;s &agrave; la d&eacute;pendance et leurs difficult&eacute;s &agrave; y faire face. L&rsquo;enqu&ecirc;te CARE m&eacute;nages a pour objectif d&rsquo;estimer le reste &agrave; charge li&eacute; &agrave; la d&eacute;pendance des m&eacute;nages, en abordant les co&ucirc;ts de la d&eacute;pendance et la prise en charge publique et priv&eacute;e li&eacute;e &agrave; la d&eacute;pendance. Le reste &agrave; charge est d&eacute;fini par la diff&eacute;rence entre les co&ucirc;ts&nbsp;et les aides publiques qui interviennent dans la prise en charge de la d&eacute;pendance. Enfin, l&rsquo;enqu&ecirc;te s&rsquo;attache &agrave; comprendre comment les familles s&rsquo;organisent pour faire face au reste &agrave; charge : aide dans les actes de la vie quotidienne apport&eacute;e par l&rsquo;entourage, paiement gr&acirc;ce aux revenus courants de la personne &acirc;g&eacute;e, mais &eacute;galement vente du patrimoine, d&eacute;s&eacute;pargne, cr&eacute;dit, transferts financiers issus de la famille ou renoncement &agrave; la prise en charge.</p> <p>L&rsquo;enqu&ecirc;te CARE en m&eacute;nages cherche &eacute;galement &agrave; recenser la nature, la quantit&eacute; et l&rsquo;origine des aides humaines, financi&egrave;res et techniques existantes ainsi que des besoins non satisfaits. Cet objectif &eacute;tait d&eacute;j&agrave; trait&eacute; dans les enqu&ecirc;tes &laquo; Handicap-Sant&eacute; &raquo;.</p> <p>Le volet &laquo; aidants &raquo; compl&egrave;te les informations du volet &laquo; seniors &raquo; sur&nbsp;:<br />-La relation de l&rsquo;aidant avec l&rsquo;aid&eacute;,<br />-Les aides humaines, financi&egrave;res, mat&eacute;rielles et le soutien moral qu&rsquo;apporte l&rsquo;aidant,<br />-Les prestations li&eacute;es &agrave; la perte d&rsquo;autonomie de l&rsquo;aid&eacute; pour lesquelles l&rsquo;aidant a effectu&eacute; des d&eacute;marches.</p> <p>L&rsquo;aidant sera aussi interrog&eacute; sur son &eacute;tat de sant&eacute; et les cons&eacute;quences de l&rsquo;aide sur sa vie professionnelle, sociale et affective.</p>
http://id.insee.fr/operations/serie/s1178 http://www.w3.org/2004/02/skos/core#historyNote <p>The Disability, Incapacity and Dependence (HID) surveys (1998 and 1999) and then Health and Disability Survey - Households and institutions sections and survey of informal carers (HAS) 2007 are strongly related to the CARE household survey. These previous surveys covered the whole population, living in ordinary housing in metropolitan France and in the French overseas departments. The objectives of these surveys were to estimate the number of disabled or dependent persons by type of disability, to measure certain indicators resulting from the public health law, to identify the nature, quantity and origin of the existing aid, to list the unmet needs and to measure the social disadvantages suffered by people with disabilities.</p>
http://id.insee.fr/operations/serie/s1178 http://www.w3.org/2004/02/skos/core#historyNote <p>Les enquêtes Handicaps Incapacités Dépendances (HID) 1998 et 1999 puis Handicap-Santé ménages (HSM), Handicap-Santé institutions (HSI) et Handicap-Santé Aidants (HSA) 2007 ont un lien de parenté fort avec l’enquête CARE en ménages. Ces précédentes enquêtes portaient sur l’ensemble de la population, vivant en métropole et dans les DOM, en logement ordinaire. Les objectifs de ces enquêtes étaient d’estimer le nombre de personnes handicapées ou dépendantes par type de handicap, de mesurer certains indicateurs issus de la loi de santé publique, de relever la nature, la quantité et l’origine des aides existantes ainsi que les besoins non satisfaits et de mesurer les désavantages sociaux subis des personnes handicapées.</p>
