<p>The Single Electoral Register (SER) was instituted by law n ° 2016-1048 of August 1, 2016 rewieing the procedures for registration on the electoral lists and was implemented from January 1, 2019. The purpose of the SER is the management of the electoral process and the reliability of the electoral lists.</p>
<p>It allows the continuous updating of the electoral lists at the initiative, either of the municipalities which proceed to the registrations and removal of the voters, or of INSEE on the basis of the information transmitted by various administrations (justice, home office, foreign office, etc.).</p>
<p>The single electoral register management system allows the statement of the electoral lists and the extraction of the electoral lists, images from the register on a given date.</p>
<p>The system guarantees the uniqueness of registration for all voters and allows registration requests to be taken into account up to 6 weeks before any election, ie the time required to examine any appeals.</p>
<p>The single electoral register covers all French territories except New Caledonia. It also integrates the consular lists for French people living abroad.</p>
<p>From a statistical point of view, the REU makes it possible to describe the electoral body and its demographic characteristics (age, sex) and its evolution over time. It also serves as a sampling frame for the electoral participation survey and feeds the permanent demographic sample (PDS).</p> |

<p>Le Répertoire électoral unique (REU) a été institué par la loi n°2016-1048 du 1er août 2016 rénovant les modalités d'inscription sur les listes électorales et a été mis en œuvre à partir du 1er janvier 2019. Le REU a pour finalité la gestion du processus électoral et la fiabilisation des listes électorales.</p>
<p>Il permet la mise à jour en continu des listes électorales à l'initiative, soit des communes qui procèdent aux inscriptions et radiations des électeurs, soit de l'Insee sur la base des informations transmises par différentes administrations (justice, intérieur, affaires étrangères, etc.). </p>
<p>Le système de gestion du répertoire électoral unique permet l'arrêt des listes électorales et l'extraction des listes électorales, images du répertoire à une date donnée.</p>
<p>Le dispositif garantit l'unicité d'inscription de tout électeur et permet que les demandes d'inscription puissent être prises en compte jusqu'à 6 semaines avant un scrutin, soit le délai nécessaire à l'examen d'éventuels recours.</p>
<p>Le Répertoire électoral unique couvre l'ensemble des territoires français à l'exception de la Nouvelle-Calédonie. Il intègre également les listes consulaires concernant les Français installés à l'étranger.</p>
<p>D'un point de vue statistique, le REU permet de décrire le corps électoral et ses caractéristiques démographique (age, sexe) et son évolution dans le temps. Il sert aussi de base de sondage pour l'enquête participation électorale et alimente l'échantillon démographique permanent (EDP).</p> |
