Subject Predicate Object Répertoire électoral unique Single electoral register REU SER <p>The Single Electoral Register (SER) was instituted by law n &deg; 2016-1048 of August 1, 2016 rewieing the procedures for registration on the electoral lists and was implemented from January 1, 2019. The purpose of the SER is the management of the electoral process and the reliability of the electoral lists.</p> <p>It allows the continuous updating of the electoral lists at the initiative, either of the municipalities which proceed to the registrations and removal of the voters, or of INSEE on the basis of the information transmitted by various administrations (justice, home office, foreign office, etc.).</p> <p>The single electoral register management system allows the statement of the electoral lists and the extraction of the electoral lists, images from the register on a given date.</p> <p>The system guarantees the uniqueness of registration for all voters and allows registration requests to be taken into account up to 6 weeks before any election, ie the time required to examine any appeals.</p> <p>The single electoral register covers all French territories except New Caledonia. It also integrates the consular lists for French people living abroad.</p> <p>From a statistical point of view, the REU makes it possible to describe the electoral body and its demographic characteristics (age, sex) and its evolution over time. It also serves as a sampling frame for the electoral participation survey and feeds the permanent demographic sample (PDS).</p> <p>Le R&eacute;pertoire &eacute;lectoral unique (REU) a &eacute;t&eacute; institu&eacute; par la loi n&deg;2016-1048 du 1er ao&ucirc;t 2016 r&eacute;novant les modalit&eacute;s d'inscription sur les listes &eacute;lectorales et a &eacute;t&eacute; mis en &oelig;uvre &agrave; partir du 1er janvier 2019. Le REU a pour finalit&eacute; la gestion du processus &eacute;lectoral et la fiabilisation des listes &eacute;lectorales.</p> <p>Il permet la mise &agrave; jour en continu des listes &eacute;lectorales &agrave; l'initiative, soit des communes qui proc&egrave;dent aux inscriptions et radiations des &eacute;lecteurs, soit de l'Insee sur la base des informations transmises par diff&eacute;rentes administrations (justice, int&eacute;rieur, affaires &eacute;trang&egrave;res, etc.).&nbsp;</p> <p>Le syst&egrave;me de gestion du r&eacute;pertoire &eacute;lectoral unique permet l'arr&ecirc;t des listes &eacute;lectorales et l'extraction des listes &eacute;lectorales, images du r&eacute;pertoire &agrave; une date donn&eacute;e.</p> <p>Le dispositif garantit l'unicit&eacute; d'inscription de tout &eacute;lecteur et permet que les demandes d'inscription puissent &ecirc;tre prises en compte jusqu'&agrave; 6 semaines avant un scrutin, soit le d&eacute;lai n&eacute;cessaire &agrave; l'examen d'&eacute;ventuels recours.</p> <p>Le R&eacute;pertoire &eacute;lectoral unique couvre l'ensemble des territoires fran&ccedil;ais &agrave; l'exception de la Nouvelle-Cal&eacute;donie. Il int&egrave;gre &eacute;galement les listes consulaires concernant les Fran&ccedil;ais install&eacute;s &agrave; l'&eacute;tranger.</p> <p>D'un point de vue statistique, le REU permet de d&eacute;crire le corps &eacute;lectoral et ses caract&eacute;ristiques d&eacute;mographique (age, sexe) et son &eacute;volution dans le temps. Il sert aussi de base de sondage pour l'enqu&ecirc;te participation &eacute;lectorale et alimente l'&eacute;chantillon d&eacute;mographique permanent (EDP).</p> <p>Le REU se substitue &agrave; la juxtaposition des 35 500 listes &eacute;lectorales tenues ind&eacute;pendamment par chaque commune et chaque consulat ainsi qu'au &laquo; Fichier g&eacute;n&eacute;ral des &eacute;lecteurs &raquo;&nbsp; tenu par l'Insee participant &agrave; la coordination des listes locales.&nbsp;</p> <p>The SER replaces the sum of the previous 35,500 electoral lists kept independently by each municipality and each consulate, as well as the &ldquo;General voters register&rdquo; kept by INSEE for the coordination of local lists.&nbsp;</p>
